Permanent hiring remains the backbone of most workforces in Singapore, with MOM’s latest Labour Force Report showing permanent employment at a record high of 90.8% in 2025. At the same time, employers appear to be approaching headcount more cautiously, and this caution may be part of why contract and flexible staffing is playing a larger role.
A More Selective Hiring Market
A recent employer survey reported by HRM Asia points to a subdued Q4 2026 for Singapore hiring. Close to half of employers surveyed plan to keep headcount unchanged this quarter, while only 32% plan to increase it. Singapore’s Net Employment Outlook of +13% also trails both the Asia-Pacific and global averages. Rather than expanding broadly, employers appear to be prioritising roles tied to transformation and specific capability gaps.
Where Contract Talent Fits In
A recent HR Asia report on Singapore’s 2026 hiring outlook points to a similar pattern, noting that many companies appear to be maintaining a lean core workforce supported by contract or freelance talent as a way of balancing agility with cost efficiency. For employers who are cautious about permanent headcount but still need specific gaps filled, contract talent can offer a practical middle ground, whether that’s covering a short-term spike in workload, bringing in a specialist for a defined project, or testing whether a new function is worth building out permanently.
A Question Worth Asking
Rather than defaulting to permanent hiring for every gap, it may be worth asking which roles genuinely need continuity, and which could be filled just as effectively, and more flexibly, with contract talent instead.
